Bogotá, 31 de mayo de 2018. Con presencia de representantes de comunidades indígenas, afrocolombianas, del Ministerio de Ambiente y Desarrollo Sostenible, el Instituto de Hidrología Meteorología y Estudios Ambientales, la Embajada de Noruega, la Organización de las Naciones Unidas para la Alimentación y la Agricultura, el Programa de las Naciones Unidas para el Desarrollo y ONU Medio Ambiente se efectuó el cierre del Programa ONU-REDD en donde se hizo la presentación de sus principales resultados de su trabajo durante tres años en el país.

La creciente transformación del uso de suelo y la expansión de la frontera agrícola y áreas pobladas son factores en común entre Côte d’Ivoire y Costa Rica. En respuesta a esta problemática, ambos países han procurado, de manera creciente, delinear estrategias de movilización de recursos financieros para implementar estrategias para reducir la deforestación y degradación forestal, y promover planes de producción sostenible de sus materias primas.

Globally, many countries are completing their REDD+ “Readiness” phase and advancing towards the “Implementation” and results phase.

As part of this process, more than thirty countries have begun to develop their Safeguard Information System (SIS), out of which some have also advanced with the preparation and submission of their Summaries of Information (SoI). Both the SIS and SoI are requirements of the Conference of Parties for the United National Framework Convention on Climate Change (UNFCCC) and the REDD+ Warsaw Framework.

With 494 members from 78 countries, the online discussion group on REDD+ and Forest Governance – or the ‘D-Group’ as it is referred to – is a popular forum for informal exchange of information and ideas on issues of fundamental importance to the success of REDD+. Often the best advice can come from a peer who has faced a similar issue, sometimes in a distant country. The D-Group aims to facilitate the sharing of technical knowledge and insight across national boundaries to stimulate and inspire new effective approaches to forest governance challenges.

The D-Group grew out of a 2012 workshop on legal preparedness for REDD+ at FAO headquarters in Rome, where forestry experts gathered from around the world. Participants expressed great interest to continue the exchange and expand discussions into a larger “community of practice” on REDD+ law. The initial focus of this group was legal preparedness. Forest law is still an important area of discussion, but the group’s scope has expanded to cover forest governance generally, including topics like indigenous people´s rights, free prior and informed consent, land tenure, gender, benefit sharing, and safeguards. Relevant documents may also be uploaded to an online library.

The group eagerly welcomes new members. Currently, members include legal experts, gender and indigenous people’s specialists, government representatives, decision-makers, civil society leaders, academics, and representatives from forest-dependent and indigenous communities, as well as small forest producer organisations. The group also welcomes people who would like to learn more about legal and governance reforms in the context of REDD+, taking into consideration developments under the United Nations Framework Convention on Climate Change (UNFCCC), relevant tools like the Voluntary Guidelines on the Responsible Governance of Tenure (VGGT), and protection of human rights.

Indigenous peoples’ stakeholders and UN-REDD staff engaged in an information sharing session and dialogue at the annual assembly of the UN Permanent Forum on Indigenous Issues (UNPFII) in New York City on 17 April.

Varios países en el mundo están completando su fase de preparación y avanzando hacia la fase de implementación y de resultados de REDD+. Como parte de estos procesos, más de treinta países han empezado a planificar sus Sistemas de Información de Salvaguardas (SIS) y algunos de estos también han avanzado con la preparación y entrega de sus resúmenes de información, ambos parte de los requisitos estipulados por la Convención Marco de Naciones Unidas sobre el Cambio Climático (CMNUCC) y acordados en el Marco de Varsovia para REDD+.

The UN-REDD Programme, the Global Forest Financing Facilitation Network (GFFFN) and the Swiss Federal Office for the Environment (FOEN) will hold a side event on mobilizing finance for forests and REDD+ at the 13th Session of the United Nations Forum on Forests in New York. The event will take place in Conference Room 4 (UNHQ) on May 9, 2018, from 13.15 to 14.30.
